The 1-2 Tier subsidy addresses Basic Needs using less of a tax based & tax based loan finance effort & more of an investment approach with less restrictions yet mandatory housing & basic needs have to be proven & options to grow from before you meet Tier 3 & do not require

This replaces Social Assistance - Welfare Public Charge programs

Asset review with allowances to maintain taking precautions

Monetary handling:

Spending money allocation versus earned allocation percentage + savings plan with resources to get to Tier 3 & fall back to 1-2 option

The program is designed to be there so you do not loose everything. Assets in storage & contraction then expand as you build back up to maintain between economic - financial favors within or outside your control

Credit score controls to adjust with debt - assets + income based around economic activity against markets & all variables considered in a quarterly review for expansion - contraction or preservation

Recipients:

Those falling below Tier 3 including Retired or partially retired as main working age ends & retirement age then approved income streams reserved for Retired (over 65) ages versus Working (26-65) & Early Working (under 26)

Early elderly age 55 & elderly age 65 

Universal Basic Medical - Dental + Mid Level & Advanced Co-Pay & options more aligned with the French - France approach

We need your rethink how we handle money especially in Government 

The UK - Ireland - Canada could adopt like other countries yet this is for a specific set

The subsidy is not to be used to hold people down wireless or not. Proven Threat Tiers are within those segregation categories while reformed are with a proven track record after going through legal resources earning merit from demerit outside or inside as a prisoner in different forms of a Threat - Work Camp or Prison & Rehabilitation outside as a Threat Tier before entering the 1-2-3-4 / 4+ Tiers socially & economically normal or disabled & educated or not
